I've run DSL on 32mb without problems. Not sure about 16mb. GCC should run on just about anything. I got Ruby installed, but not Rails, because of the low memory. It seems that anything under 64mb is not enough to parse a Yaml file in a reasonable amount of time, and so gem will just hang when it tries to parse the main server & gem list. If you can figure out a way around this, you might be in luck.
