Mystery Programming Language -- Solution 

My apologies.  It appears that the language is, in fact, the vim
programming language.  Based on the author's response[1] I thought it
was rebol.  There's a tiny bit of rebol in there, but in fact the bulk
of what he posted is vim.  He even reposted the message to a vim
list[2]!

Apparently he's using vim to autogenerate a bit of rebol code.  Sorry
for the confusion.
