I interpreted the following:

as meaning that yes, Mark has taken a look at CGI::Kwiki and thinks it
is not very impressive and that his is better than ingy's.
ingy said one of his goals was to make Kwiki so simple to install that
any idiot could do it. he certainly has succeeded at that, which is
probably good enough for a lot of people.
