This is a definite possibility. In fact, just this evening I was having
trouble connecting to Net Access, and after a failed attempt (would
connect but no network connection), a subsequent attempt would not result
in a dialtone. A nice simple unplugging of the phone line from the modem
resolves it just nicely. I've also inadvertently tried to start PPP while
it was already up without any long-term effects. My modem usually got
confused, but unplugging the phone line usually cleared it up.
