I think that ~ftp/etc directory is there so the ftp daemon can 'chroot' when
an anonymous user logs in.  This is so an anonymous user can't subvert the 
ftp daemon into giving them more access then they're supposed to have as 
'anonymous'.


man ftpd explains alot about how ftp works...
