[Plug] FTP access only

Does anyone know how can I set up users so they only have ftp access and not
telnet access while allowing myself telnet access?
I tried editing /etc/passwd from /bin/bash to /bin/false but that seemed to
not allow anything.

I am using redhat 6.0 and wu-ftp
