This does not create a user it changes the existing account.
Not that it is a problem but I don't think it is what he asked.
If you leave the highest account with UID 0 named root then all of your
files look like the root user owns them when you use ls. If you add
another root account with a different name then all the files created
by either account show "root" ats the owner. If you change the name on the
"top" root account then the new name will be shown by ls for all files
owned by UID 0.
