These would be servers on a WAN connected by dial-up modems only... Any
ideas?

Depends on what you want to do with it, actually.  XNTP can be pretty
simple in it's most basic configuration.  So long as you're syncing it up
against time servers via the network and not directly connected hardware
clocks... it's pretty decent.
