There's also http://perso.cybercable.fr/verbavat/double/ Double - Disk
compression driver for Linux.

As I was reading that, I was thinking it might work to create an iso9660
filesystem containing everything in /boot, and then a compresses ext2
filesystem image for all the other directories that normally exist in /,
and mount them as loopback devices in /.  

>From README.eltorito which comes w/ mkisofs:
mkisofs -b boot/boot.img -c boot/boot.catalog -o bootcd.iso .

boot.img is an image of a bootable floppy.
