My source is correct.  It must be the real firewall between my linux box and
the internet that is getting in the way that is disallowing servers to
connect back to my client when using the PORT command.

It works here with the PORT command (laptop masqueraded by a desktop).

And, the first entry in the Fixes list from ip_masq_ftp.c is
