actually, this was first noticed on windows machines running ie5.5+. testing
it with ie5.5, ns4+ (win & linux) and koqy on the staging machines showed
correct characters. same browsers on the hosting machine showed ? on all
platforms. weird, huh?

You didn't mention which browsers you're using.  Could it be a case of
MSIE 5 or 6 versus Netscape 4?  NS4 is known for displaying a question
mark when it doesn't understand the input character.  One example of
this would be the ?smart quotes? that don't look too ?smart? on a
non-Microsoft platform.
