This looks like more 2.4 virtual memory mismanagement disease :(  A
brief scan of the linux-kernel mailing list shows that 2.4.13, and
even 2.4.14-pre6, are in some cases showing the same behavior you've
described.

I wonder if the debian-bsd list is doing anything interesting these
days :)
