what do you think is causing this discrepency? i'm certain the rendering
engine isn't changed to be more compatible with IE based html. So does this
mean that konqueror handles IE html better than other html? is the site
sending crappy html to non-ie browsers on purpose? is this poor quality
assurance? is there a conspiracy?

I noticed what you are talking about. First guess: server-side scripting differences in HTML generation based on User-Agent value. MS has been known to do this in the past (remember the whole MSN.com issue with Mozilla?). We can talk about this more off-list tonight at the JUG, if you are coming. See you then!
