Hardware clocks aren't the best devices for keeping time. VIA chips
are horrible at keeping time. With the dramatic time skew you're
experiencing, I wouldn't be surprised if it is a VIA. If your board
is a cheap generic board, you shouldn't be surprised that you'll
lose time. Something you may want to do after syncing your system
time is to sync the hardware clock to the system clock:
$ sudo hwclock --systohc

Another thing to consider is the CMOS battery on the motherboard. If it starts to go, you will lose time on your system clock. They are real cheap (less than $5) and simple to replace, so give that a shot...
