DSL is typically deployed as ATM over DSL. ATM is a switched technology. with lots of devices and switches all wired together (a "cloud"). in ATM you cannot talk to just anyone on the network, all communication is between 2 endpoints over end-to-end virtual data paths (Virtual Circuits (VC)).
