close.
Permanent Virtual Circuit
a virtual data pipe from your DSL "modem" to your ISP's router.

DSL is typically deployed as ATM over DSL.

ATM is a switched technology. with lots of devices
and switches all wired together (a "cloud").
in ATM you cannot talk to just anyone on the network,
all communication is between 2 endpoints over end-to-end
virtual data paths (Virtual Circuits (VC)). VCs exist in
2 types Permanent (PVCs) and Switched (SVCs).

in a PVC, the endpoints are predetermined and fixed
(and work like a plastic pipe).
in a SVC, the VC and endpoints are created dynamically (on the fly)
(much like a phone call).
