[PLUG] web project management tool

I am looking for an online project management tool.
I would prefer something open source written in perl or pHp.

Functionality would be the ability for a manager to enter in tasks, 
associate them with a project and a user, and prioritize their importance.
The user could login and see what his tasks are, write any notes concerning 
the tasks, and set the status of a task to complete, review or whatever.

Anyone suggestions?
