APM support is very mature. It uses a module/daemon combination that gives
you very fine control over the APM functions. Including low battery
shutdown.

When you are talking about "hot-swappable" drives and such... Most of
these devices use the IDE chain in order to control the device. You can
remove the device and the kernel will bitch a bit about it but if you plug
it back in or plug in another device, the kernel won't see it. I seem to 
remember reading an article somewhere saying that hotplug could handle 
this...
