OK, I'll probably get slapped pretty bad for this, but I agree.

Th government is not (or should not be) in the business of mandating future use of it research. Distributing the fruits of publicly funded research under GPL would require all future derivatives to also distribute source.

Although I agree with GPL, I acknowledge that we are not close to a time where it is universally accepted & practiced. As such, associating it with national research efforts would also abridge freedom, the freedom to subscribe to a closed source model if, as an american citizen, you so chose.

Seems much more appropriate for them to just release the unclassified stuff under public domain.
