It's called convert.exe and it ONLY does FAT* to NTFS. I usually delete 
anything unneccesary, fire up PM, shrink the NTFS as much as possible, 
create a FAT or EXT* target partition, and shuffle/resize my way over. 
Very tedious. Good luck.
