[PLUG] Debian reportbug error?


Has anyone else been getting these bounces from debian reportbug? It's
been happening to me for some weeks now (that is, a few times over
several weeks). But I don't know how to report it if I can't use
reportbug.

Note that the email it bounces back to me does seem to have a package
line at the start, which is why I think it's a problem in debian-land
and not here.

Thoughts?
