You won't need much more than the minimum specs for the distro you are running. And if you choose not run a graphical interface, you could get away with much much lower specs. Make sure you have enough disk space to satisfy the users needs. I'll bet a 300Mhz P2 with 96M ram would be more than enough to server 10 users.
