Actually I think SWAT runs w/o apache as it's own module but it runs in
xinetd so make sure that's running.

I'm pretty sure you need Apache to run swat because swat is a Web
application.

In RH 8.0 I had trouble starting Apache due to some SSL problem.  I
didn't make any changes.  It just didn't work.
