OpenBSD doesn't make ISO images available like most Linux distros do. The only way to get one is to buy their CD. However, there are some places that have unofficial ISO's you can download: ftp://ftp.zedz.net/pub/varia/OpenBSD.iso/ ftp://ftp.kando.hu/pub/CDROM-Images/openbsd/ zedz.net appears to be down at the moment.
