[PLUG] mingetty question

on a redhat 8.0 box,

# ps -aux

gives among other things:

root       544  0.0  0.3  1316  404 tty2     S    Jan21   0:00
/sbin/mingetty tty2
root       545  0.0  0.3  1316  404 tty3     S    Jan21   0:00
/sbin/mingetty tty3
root       546  0.0  0.3  1316  404 tty4     S    Jan21   0:00
/sbin/mingetty tty4
root       547  0.0  0.3  1316  404 tty5     S    Jan21   0:00
/sbin/mingetty tty5
root       548  0.0  0.3  1316  404 tty6     S    Jan21   0:00
/sbin/mingetty tty6


why do these processes persist days after the logons are closed?  only
on-site logins are behaving like this.  remote logins are cleanly closed.
