As has been suggested: install Fink. I was under the impression all of its internals were based on apt, though I'm perhaps mistaken. It is tightly coupled with and dependent on apt, but apt has no such dependencies on fink. If you want to install from source (like ports tree on *BSD) use fink. If you want to install binaries, use apt-get (which is analogous to urpmi on Mandrake or up2date on Red Hat).
