I suspect you will find it is a "warm body" problem.

A commercial firm that won't process Purchase Orders is not looking for business from Enterprises which use them to track expenditures.

While many companies now issue "purchasing cards" (aka credit cards) useful up to some dollar amount, that practice is far from wide-spread... although Visa, MC and AMEX would have you believe otherwise.
