I think b makes a moot. Show up with your key slips if you take part in the PLUG PGP stuff at all and will be at the meeting. If someone else whose key you've never signed also have key slips, you sign keys. Ta da! If you've never been to a PLUG meeting before and even if you haven't told anyone that you'll be there tonight, but you have a PGP key, make yourself some key slips and show up. And sign keys. See how easy that is? It means there's no "will there be a key signing?"
