http://www.bbiagent.net/  $36 bucks, IPTables, bandwidth shaping, website
access control, java applet GUI for administration, performance governed by
the class of PC you are using for it. I use it with an old HP desktop
running 192MB RAM on a PentiumII 300 using two Linksys LNE100 PCI type
cards.. Runs straight from floppy.
