Strange.  That worked just fine for me.  A few questions:

* You did enter it all on one line, right?  :)

* What version of gpg are you running?  (I'm running 1.2.1.)

* Maybe your phillylinux.gpg got corrupted when you downloaded it?
  How did you get it?  I use

    % wget www.phillylinux.org/keys/phillylinux.gpg

* How big is your phillylinux.gpg file?  Mine is 246640, and its
  md5sum is f096e4285db240fc541302b95ae4db18.
