Maybe.  6.3 is a little long in tooth, and fewer people in the states run it 
so I don't think it's a good distro for newbies as he will have a harder time 
getting distro-specific help.  If he insists on running SuSE, though, do him 
the favor of grabbing a newer ISO:

Red Hat & Debian both have a better domestic peer support group than SuSE.  
You mentioned the desire for a dual-boot system.  I know that Red Hat makes 
this pretty easy.  Mandrake would also be a good choice.  I'll risk getting 
flamed a bit and suggest that Debian is not a good first distro (unless he 
wants to try Knoppix, which won't mess with his HD at all unless he chooses 
to install it, but IIRC it kind of forces you to reformat your drive).
