Yes, php itself doesn't run suexec, just as the user. Check the scripts
for any possible crosssite exploits, and check the web server logs to
see if any commands were issued.

The files are not owned by the same process the web
server is running as, if it matter I think a php
process would be running as the same user id as the
web server
