I suppose you could always use a small float to trigger a sensor
the float would be in the water dish, maybe rig it with a varible
resistor, one of those elastic ones, the more it stretches either
the less/more resistance it gives (electrically). Measure this
resistance. if it stops changing over a few days, then you know
the water level isn't changing.

Maybe a small pressure sensor under fido's favorite sleeping spot
or a thermal sensor. Check for changes over a 24 hour period, unless
the bed is now a prime target.

A GPS unit around his collar. This way you can track him when he's
no longer in the house (if it comes to that).
