Looking at the comps.xml for Red Hat 9, it looks like you'll get curl 
automatically if you install vorbis-tool, php or curl-devel.  curl-devel 
comes with the devel libs.  With RH9 you're actually pretty likely to get 
curl if you checked off the package groups for development tools or 
web server.  Looks like pretty similar dependencies exist under RHEL 3 (at 
least according to the CentOS clone distro).
