A good question, but that was one of the specs that was requested by the college historian... *shrugs*

The spec was created out of ignorance...

Show them the difference between the website with images and without (have them turn them off in their browser) and then plan to archive the images also.

They will thank you for the demonstration.
(Odds are also good that with images turned off, the fact that the "alt" tags are missing or meaningless, and the website therefore non-compliant with W3, will become painfully obvious.)
