I have what is probably a dumb question.  Sorry in advance.

Can't you sent up your SMTP server to only allow outbound traffic from 
defined sources which would not include your internet cafe IP range? 
Or, is it just that these email were originating from  your IP address 
range on the net that was causing you to be black listed?
