which i find absolutely annoying.  i hate it when i read at the top
of a config file something like:

# Autogenerated file - do not edit!

fortunately, this is only a transitional change to migrate the
configuration layout of apache to follow a conf.d style layout,
and i believe in the latest version of sid apache modules.conf
has now been obsoleted (or will soon be obsoleted).  also, i believe
they've changed the name from the overly generic 'modules-config' to
'apacheconfig'.
