[PLUG] Bash script for setting up users

Does anyone have a BASH script that does something
similar to this:

add user
create users html and cgi, directories
edit apache to add new user and folders
set access to ftp 

I want to give friends access to my server to use for
personl web sites. I want them to be able to only
access there html, cgi folders through ftp.

Im running RedHat 8.0, vsftpd, apache 1.3

Thanks .. even something similar to what you might use
would be helpful.
