I think Whitebox is correct, but CentOS is the more popular free version
of RHEL.

As far as attaining RHEL, from what I understand it's ok to distribute
it, just not sell it (but, IANAL).  What you are paying for is the
support and updates.  There are third parties who take the RHEL update
SRPM's and distribute RPM's of them under a GPL license.
