Sure it does, when most people think of "computer' as "name brand PC"
(Compaq, Dell, etc). $500 doesn't buy you a whole lot of those, especially if you
need a monitor to go with it.

I bought a $200 PC online from Walmart, and use it as my home mail/webserver.
Had to buy extra memory (it only came with 128M RAM), but that's no big
deal.
