Someone on the list was kind enough to send me 0.92.  I uninstalled
0.92.1 (as I had previously done with 0.93), restarted Thunderbird and
not OpenPGP menu.  Installed 0.92, restarted Thunderbird, OpenPGP back. 
Behavior is same as with 0.93 (i.e., won't import keys, nor time out
trying), and "About" box says I am using 0.93.  This was the same with
0.92.1.

I have the 3 xpi's in the same sub-directory.  Is Thunderbird ignoring
my wishes and installing what it thinks is the latest version?
