1918 is for LAN communication, 3927 is for intra-host communication. It is used frequently when used in conjunction with LVS, bridging, and proxy arp. The RFC's are more guidelines and not technical limitations.

169.254/16 is link-local space, used by zeroconf and the like.  See RFC3927.
