You shouldn't actually need to rebuild the autotools files during a
build.  The problem is usually timestamp related and a judicious use of
touch could prevent it from being necessary.  That being said, aclocal
1.8 is part of automake 1.8, and since it is not a compiled package (it's
a combination of shell, perl, and m4), it's pretty trivial to install.
