I would guess that (for reasons unknown) an extra DNS query is being
performed.  I assume there are no search directives in host.conf?

I think the quickest way to figure out what's going on would be to run
"tcpdump -n" on the client machine (-n disables DNS lookups) and see
what's actually happening on the network.  Comparing the results of
"ftp ip" versus "ftp hostname" should show what else is being done.
