Can't say that I've used it myself, but I've heard good things about Diva.  If that doesn't tickle your fancy here's a list of video/sound editing tools for gnome and if you're a kde guy, here's some other leads.  Windows, I guess adobe premiere or final cut pro?  Not sure there as I don't really use windows much anymore.
