Most of the time when you purchase a T1 from a smaller ISP you are only buying a T1 into their network and then you go through their backbone provider. But, their T1s are usually cheaper than going straight to a backbone provider. All depends on what your prorities are and what your budget can provide you. If you wish to know what backbone provider a certain ISP uses, try doing a traceroute. Though with a traceroute, you cannot tell if they are using multiple backbone providers or not.
