Registering a name server that the root level knows about usually involves jumping through a few more hoops than changing the A record. I don't know rackspace's web interface, but there is usually a 'manage nameservers' page somewhere, and you should be able to set the IP of your nameserver there - that is the information supplied to the root nameservers, not the A record in the zone file, counter-intuitive though it may be.
