The reason I mentioned that book earlier was they talk about the exact problem you are having. There is also a -C option to resume ftp and http transfers. Also try  -H for http or -F for ftp. There is a problem if you are using a proxy too.

I've also seem problems between HTTP1.0 and HTTP1.1 with some web servers that's why I suggested -0 to force it to HTTP 1.0.
