It's an abbreviation for Statum. It's a simple reference to the distance you are 
from the originating time source. An ST0 source is either a radio, telephone, or 
GPS receiver that feeds an ST1 NTP server time data. An ST2 server gets it's 
time from an ST1 server, etc.
