You'll have to figure out what the users are accessing and what they are trying to access.
 
Firewall logs? Proxy logs?
 
Have you tried any speed tests? (Other than ping, like ftp)

| I recently had my tester break on me.  I have run a lot of cable

PEBKAC.... ;)

i'd sit down at the workstation yourself and see if you notice
anything odd.
