You can always try the "old-fashioned" approach: Reducing the FSB speed in the 
BIOS.

One thing you could do would be to have the HDDs spin-down, possibly saving 
energy by not keeping the platters constantly spinning.  There are downsides 
to this, though, as it can have a performance impact and will reduce the 
lifespan of the spindle motors.
